Enable credit card surcharge on CC payments

GOAL: The patch (with a drupal module) allows a 5% surcharge to be added to all CC payments. The goal was to automatically add a preset percentage, and create a line item both in the civi record and the emailed receipt. These goals were met with more and less success.

In the patch so far, the added hook works for EVENTS. The membership parts are a hack to the core, and not worthy of a commit unless someone does some majore improvements.

Not sure how this interacts with buildAmount hook. I am not the developer (I hired a friend who is) but I am happy to test patches on my civi sandbox.
