Description
A specific ACL should be implemented to allow access to create and edit headers and footers in CiviMail.
Use case for this is a user of the CiviCRM install that is dedicated to sending mailouts and should not be allowed to alter other items in CiviCRM, much less have 'administer CiviCRM' privileges as you'd need to do today.
