Cannot specify start and rollover dates for a "fixed" membership type if duration is NOT 'years'

            Description

            When I am creating a new membership type ( or editing an existing membership type ) and I set "period type" to "fixed", I am not shown the input fields for specifying the start date and other dates.

            This is happening in the sandbox environment.
