Scheduler function in CiviMail does not allow a mailing to be scheduled for a day/time other than "now"

      Description

      Hi,
      Scheduling a CiviMail job to run at a later date/time does NOT work. There are 2 issues here:
      1. If you uncheck "Send immediately" and enter a future date/time, you get an error message that says "Start date cannot be earlier then current time".

      2. In order to actually submit a future mailing, you have to leave Send Immediately checked. If you do that, you are able to submit the mailing without getting an error, but the system does not pay attention to the scheduled time you set: the mailing goes out when the next CRON job runs

      Send immediately works fine: the email is sent as soon as the next scheduled CRON job runs.
