Multiple choice values for custom fields (select, radio, etc.) are not saving the 'value' column when creating new custom field

Create new custom field, type Alphanumeric / Select. Then add a few multiple choice options with Label and Value populated, and Save. The option_value rows are saved but the 'value' column is dropped during save (it's empty after save). This causes the field not to work at all.
