Add preferred language to the contact

Add a contact field for a preferred language that will allow to store contacts preferred languages

• this will allow to use this data when contacting people by phone or other manual methods
• it will allow to do contact based localization for individual prefixes
• it will help deal with sending appropriate batch mailings to contacts (in the right language)
