When using the PHONE field in Matching Rules for Individual Contacts it does not match.

      Description

      When using the PHONE field in Matching Rules for Individual Contacts it never matches even when phone fields do match.

      Create a Individual Strict rule with only one field (Phone) with weight of 5 and then set threshold to 5 as well.

      Now create a couple of contacts that both have 123 as their phone number.

      Now click on Use Rule and it will NOT find any duplicates.
