Only users with administer reserved tags should be able to set the reserved property. Fix Tagset permissions.

            Description

            1. Hide the Reserved? checkbox if user does not have 'administer reserved tags' permission.

            2. The Drupal permission 'administer hidden tags' should be renamed to 'administer tagsets'. Only users with 'administer tagsets' permission should see the 'Add Tagset' button on Administer -> Tags page.
