v2 Location.php api does not distinguish between phone numbers with same location type

When using civicrm_location_update to change a phone number, if you have more than one phone with the same location type, then there is no way to pick/choose which one you want to update.

The only way araound this that I can think of, is that if you could supply the ID column along with the CONTACT_ID column, then the location type would be irrelavent and you could specify more specifically which one you want to access and/or update.

I assume the problem occurs with email and address as well but haven't tried it yet.
