Event Dashboard doesn't display events if you only have view/register permission.

Create an event.
Log in as a different user who only has access CiviEvent / register / view event permissions (the full set that my user has is like so: access CiviCRM, access CiviEvent, access all custom data, access uploaded files, profile listings, profile listings and forms, profile view, register for events, view event info).
Go to the event dashboard.
It shows no events. The event is public, has online registration, is dated two days in the future, etc. I can't see any setting that would prevent it from appearing.

Might be related to CRM-5865 but probably not because if I manually type in the event info/registration url it takes me to it no problem, so the permissions are fine, just the dashboard isn't displaying it.
