Contributions on-behalf-of-org should match the first one found if 2+ orgs match

Currently (after CRM-6211, without which anonymous dedupe doesn't work at all) if a contribution is made on-behalf-of an organisation and that organisation has more than one matches, then a new organisation is created unconditionally. We should pick the first matching organisation instead.
