Send Email - standalone - is setting a default recipient as the logged in user's primary email address

Expected behavior for this URL - civicrm/activity/add?atype=3&action=add&reset=1&context=standalone - is that the RECIPIENT (To) field is empty. However, in 3.2 we are defaulting it to the logged in user's primary email address. This is not correct behavior - To: should be empty for standalone mode.
