Dashboard elements not loading by weight

It seems that the dashboard may not be loading dashlets based on a user's preferred weight order. When you click configure your dashboard on you user account it saves your preferences for which are active, orders the dashlets into the columns you specify and weights them accordingly by your preferences in each column.

However when the page is the rendered it seems to ignore the weights an default to the dashlets's main ID numbers.

I can provide a login that displays this issue.

I also would be willing to submit a patch if someone could direct me to the proper file where the logic is determined. I looked but it wasn't obvious to me where that code would be stored in the folder structure.
