Incorrect user in change log when a Drupal admin creates a user

Steps to reproduce:

1. Create a CiviCRM profile used for User Registration.
2. As a Drupal admininistrator (i.e., a user with 'administer users' permission), go to admin/user/user/create to create a Drupal account for a new user.

Result:

A CiviCRM contact is created, but the change log shows that last change was by the new contact himself. Since the contact record was created by the actions of the Drupal administrator, the changelog should record the change as being performed by that administrator.
