"is not null" report criteria

            Description

            I've added an "is not null" option to report criteria, since I needed it for my own reports. Hoping this will be useful for other users.

            Reference this forum thread: http://forum.civicrm.org/index.php/topic,14517.msg61905.html#msg61905 (Patch in that thread was against svn head, whereas this patch is against "3.1.5 Drupal PHP5 27801".)
