Updating a built-in contact type results in unintentionally disabling that contact type

This is a regression bug (doesn't happen in 3.1).
If you Edit an existing built-in contact type (e.g. change Name of "Individual" contact type to "Person") - that contact type is disabled on save (is_active = false). AND since the built-in types are reserved we don't expose the "Enabled" checkbox on the template or the selector - so you have to fix it in the DB.
