Pre and Post Hooks not firing with participant_update API nor paypal IPN

            Description

            1) API call to function 'civicrm_participant_update($params);' does not trigger pre nor post hooks

            2) Using paypal standard when registering for an event, the participant status is originally 'pending payment' and when transaction goes through, status is updated to 'registered' and once again, no pre or post hooks are triggered.
