Implement the following levels of permissioning :
1. administer CiviCampaign
- CRUD on campaign.
- CRUD on survey.
- Everything below.
2. manage campaign
- Reserve / Release / Interview set of contacts restricted by survey to one (or all) Contacts.
3. reserve campaign contacts
- Reserve set of contacts restricted by survey.
4. release campaign contacts
- Rrelease set of contacts assigned to me.
5. interview campaign contacts
- Interview set of contacts assigned to me.
