Tags tab is broken - cj().crmAPI is not a function

            Description

            When I try to apply a tag from contact/view Tags tab by checking one of the checkboxes - I get the error below and my update is not saved. Might be related to CRM-6509 (Including rest.js as plugin breaks jquery in IE). Basically the Tags tab is unusable in it's current state.
