contact tabs messed up in IE8

the contact's tabbed display acts up in IE8. see attached screenshot.
when it first loads, tabs shuffle around – for example in the screen shot the "archived indiv data" tab will slowly move all the way to the right, then return to the left. and visual artifacts are left behind, like the white box in the middle.
