Bug in Drupal user save when civicrm_groups_roles installed

            Description

            This patch fixes a bug that occurs when a non-admin user saves their Drupal account (ie /users/123/edit). If they do not have permission to see user roles they get an array doesn't exist error.

            Also incorporates Allen W's comment from CRM-6246.

            Patch created against 3.2 but will also work on 3.1 systems that have CRM-6246's patch added.
