Changing case type now removes edited prepopulated activities from the timeline

Reproduced on sandbox.

Create new case Housing Support
Edit e.g. the medical evaluation activity.
Change case type to adult day care.
The medical evaluation activity gets cleared.

I'm pretty sure it didn't use to work this way. If you touched one of the prepopulated activities it shouldn't clear it, just the ones you haven't touched (regardless of the reset timeline option).
