Description
If you create two tagsets then those tagsets can not have the same tagname.
For example: If you create tagsets: "favorite color" and "least favorite color"
then "green" can only be part of one of the tagsets.
I think tag names should be able to occur more then once in a hierarchy of tags and tagsets.
