External Identifier as described in the documentation, doesn't seem to work as advertised

The external identifier field doesn't seem to function as noted on page 87 of the CiviCRM manual (or 103 if you're going by the pdf number) does not seem to work as described. Attempting to import related records (such as household or organization) using the external identifier as a match field generates a duplication error.
