Prepopulated case roles broken by crm-6762

            Description

            The unassigned prepopulated roles don't appear anymore.

            Seems to be the addition of the "if (is_array ..." line here

            Not sure why this was added? Is there a situation where this function is called with something other than a SimpleXML object parameter?
