Truncated html tag being saved to DB when saving event description

Since upgrading to 3.2.3 all new events have been looking very odd in IE for WCT - I finally tracked it down to the fact that the closing part of the </p> was being truncated in the DB to <p

I replicated this in the sandbox by copying the relevant html into the event description and got the same error - currently visible at

http://sandbox.civicrm.org/civicrm/event/info?reset=1&id=3

HTML I pasted into the event description:
