Remove all directory and URL settings from the database

1. This will allow us to reduce the size of config_backend

2. This will also make civicrm more "portable" in theory We store only the offsets from the lowest base directory

I suspect once we deploy it, we'll need to make a few more tweaks, but this is step 1
