Description
On a multi-lingual site, when a user interact with the website in one language (eg signature of a petition, registration to an event), the contact should be created with the Preferred language set to the language of the CMS.
eg. if i go to /it/civicrm/whatever as an anonymous, the contact created should be with Italian as the preferred language
