error message after French Localisation config

            Description

            Hi,

            After, in Localisation settings, changing:

            • language to French,
            • currency to Euro
            • default Country to France
            • Remove United States from Available Countries and add France
            • Remove United States from Available States and Provinces and add France.

            And, after validation, the following error message is displayed:

            "warning: sort() expects parameter 1 to be array, string given in .../sites/all/modules/civicrm/CRM/Admin/Form/Setting/Localization.php on line 236."
