Add row highlighting for permissioned relationships in Contact Relationships tab

This patch improves the information provided on the Relationships tab of a Contact record, by including permissioning_a_b and b_a data. Also included are id and class html so the output can be hidden or modified as needed.

This is a follow up to the post here: http://forum.civicrm.org/index.php/topic,15420.0.html My reasoning for my approach is explained in the post.

It's also my first patch (please be nice if I messed up). Thanks to Dave G for the information about how to submit patches.
