datepicker requires year to be changed before month / day

We have had user complaints trying to add dates becuase the datepicker javascript requires first you change the year and then the month/day. users will try to change the month / day first and then the year expecting it to update but it doesn't. there is no way to add the date directly. Also,in chrome, they cannot get the date widget to re-appear unless they "clear".
