Description
Create a profile, and set it inactive (gid 42)
When listing the profiles field, all good, when clicking on the 'Edit' action link
civicrm/admin/uf/group/field/update?reset=1&action=update&id=98&gid=42

The requested Profile (gid=42) is disabled OR it is not configured to be used for 'Profile' listings in its Settings OR there is no Profile with that ID OR you do not have permission to access this profile. Please contact the site administrator if you need assistance.

ufGroupClause in CRM/Core/Permission.php calls the Pseudo constant that only fetches the active profiles
