CiviMail: Long UTF-8 subjects get wrongly encoded

            Description

            1. Send a mailing with the subject of 在電子郵件中發送的錯誤
            2. The resulting mailing will have truncated subject in some mail clients

            This is probably due to the way headers are encoded; in the above case:

            Subject: =?utf-8?Q?=E5=9C=A8=E9=9B=BB=E5=AD=90=E9=83=B5=E4=BB=B6=E4=B8?= =?utf-8?Q?=AD=E7=99=BC=E9=80=81=E7=9A=84=E9=8C=AF=E8=AA=A4?=
