Prompt users to register their site at CiviCRM.org after Upgrades and when a new version is available

Prompt users to register their site:
1. In the Admin Console - show the prompt when a new version is available (part of the "new version available" information block)
2. In the Upgrade process - part of the Upgrade Successful message
