Cannot drag and drop dashlets when language is set to polish.

            Description

            1. Change language to polish, go to home page.
            2. Choose "Configure your Dashboard" ("Konfiguruj swój pulpit" in polish)
            Dashlets are drawn without borders, and user is unable to drag and drop them.
