Incorrect Intended Recipients & Successful Deliveries Counts in CiviMail

When running a mailing, we are seeing incorrect Intended and Successful Recipients.

Steps to hopefully reproduce:

1. Create a smart group of all people.
2. Send a mailing to all people
3. Halt mailing halfway
4. Create a smart group of people that have already been sent a mailing
5. Re-use previous mailing and exclude the group who have already been sent.

Report shows:

Intended Recipients 5650 (should be 11k, and is when you click on Intended Recipients)
Successful Deliveries 6949 (122.99%)

May not be necessary to do #2-4 above.
