civicrm_acl and related tables not created during upgrade 1.2 - 1.3

Dunno if this is an isolated bug or not, but wanted to put it on your radar. I upgraded a copy of CiviCRM 1.2 beta (unsure which build) to 1.3 complete release and the civicrm_acl, civicrm_acl_group, and civicrm_acl_group_join tables were not created. I searched and they are not in the upgrade file. I'm not sure why my previous version didn't have these tables (another installation, from 1.2 final to 1.3 beta did include those tables). But just a heads-up. I created the tables using the SQL in the full-installation SQL script and it seems to work fine.
