Translation doesn't work in navigation menu (gettext filter by context problem)

This issue can be reproduce on http://drupal.demo.civicrm.org
Just simply change the language to Dutch or others, some of string of navigation menu won't be translate ( such as Events, Dashboard, Report ...)

This is because the PHPGettext library doesn't work. All the navigation menu add context for that, but the library can't recogonize the correct string of civicrm.mo. I tried to fix that in many other ways, apply some of patch mention by other site, and still can't let the function "translation string by context" work.
