State and Country fields not imported from CSV

When importing address data from CSV, the State and Country fields are not filled.

I have tried using both the abreviations and the full names of the countries and states, and in both cases no errors are given, but the fields are left blank (with any value other than a valid state/country name or abbreviation, an error is returned saying "Invalid Value for Field")

When importing only a state and/or country for a record with no existing address, new rows are added to the location and address tables, but the values are not filled in.
