image can't display in chart of print and PDF export or CiviReport

            Description

            Not sure if this also effect in 3.3.2. Verify in 3.3.1

            It's because there is an automatic ".htaccess" created in sites/default/files/civicrm/upload/. This will restrict all the read permission in directory upload, and also in directory "openFlashChart". Which need to generate png file to download chart when generate pdf or printing chart.
