            Description

            Design and implement a work-flow / UI for finding and resolving (via merge with various options, or delete or ?) duplicate contact records. Partial spec for this is posted on the wiki at:

            This issue should also include creation of a mergeContacts API which supports any of the merge options we implement in the manual UI.
