dashboard links don't respect all cases/my cases

from the case dashboard, the links from dashboard cells to the find cases don't respect the all cases/my cases GET variable (all=1 or all=0, respectively)
they appear to, as the search criteria listing reflects whether all cases were selected, but it doesn't impact the query

see attached patch, which enforces "my cases" if defined in the url variable

note: patch is based off 3.2.5, but issue is confirmed on 3.3 (sandbox) and the code fix would be the same
