Fix inconsistency in how permission for Send Email to Contacts is implemented (view individual page vs. search results actions)

Users w/ only 'View contacts' permission were being given 'Send Email to Contacts' action in search results action drop-down. BUT were not given this activity in the individual view contact pages. Eliminated this inconsistency by removing the action in the action drop-down for users w/o Edit Contacts permission (since we weren't allowing view-only roles to do/enter any other activities).
