Tagsets don't accept numerical only tags

If you try to create a new tag for a tagset called "123455" the tag will not be created.

This is because the logic for the tag creation assumes that if the submission is numeric then it is an id from a pre-existing tag. This needs to be re-worked so that numerical ids can be added.
