CRM-7538 Dashlets not working in a localized installation

      Description

      In an installation which is localized the dashlets in the home screen are not usable. The are shown without borders and cannot be dragged to a panel. Changing the language to English renders them functional again.

          This shows the dashlets without the border, which indicates that they cannot be dragged

          Of course, I ment on the configuration screen for the CiviCRM home/start page

          Did you clear your cache ( browser / drupal )? Can you replicate this on http://drupal.demo.civicrm.org

          Go into Localization settings, change to Swedish. Then go to the home screen and push the Configure Dashboard-button (which now says "Konfigurera din kontrollpanel"). Then try to drag the dashlets to the left or right panel.

          I tried it for a few other languages which works. So maybe there is some localization issue with specific languages, character sets?

          I've reviewed the generated HTML for the case when it doesn't work (Swedish) and a few when it works (Russian, Portugese, Dutch all languages with a high rate of translations). And I can't see any difference...
