dedupe threshold behaves as if it were higher than it is actually set

            Description

            According to http://issues.civicrm.org/jira/browse/CRM-7394 the weight-loss problems for dedupe rules should be solved for 3.3.3, however that is the version I am using and I am experiencing similar problems.
            When I run the function CRM_Dedupe_Finder::dupesByParams($params, 'Individual'), matches are not found unless the matched weights are significantly higher than the set threshold. So if I set the threshold at 5, I need at least 8 to get a match.
