New Contribution (standalone) - Send Receipt option missing when creating a new contact

            Description

            Go to Create New -> Contribution and create "new individual" w/ an email address. You should then get the [ ] Send Receipt checkbox. However this is not happening. (This is a regression bug - it works properly in prior releases).
