            Description

            Currently 'Access Control' is suppressed from the navigation menu for all Joomla sites due to lines 196 and 286 in CRM/Core/BAO/Navigation.php. Not sure the right way to change this so it continues to suppress for 3.4.x but includes the menu item for 4.x.
