Empty mailings on multilingual installs

            Description

            http://forum.civicrm.org/?topic=14079 - a mailing defined in one language context (e.g., French) ends up being empty in other languages (e.g., German).

            Possible causes: ON INSERT trigger not copying French values to other languages.

            Possible solutions:

            1. Make civircm_mailing monolingual.
            2. Make sure the ON INSERT trigger populates all languages (probably a good check anyway).
            3. Do not send email with empty contents (probably a good check anyway).
