Manage Event, New Event and event template menu items under the Events menu should not require administer CiviCRM permission

There is a permission for 'edit all events' which should be used for event creation and management menu items that are included under the 'Events' top-level menu. We should NOT require 'administer CiviCRM' for these menu items.
